Europe’s chemical industry is under severe pressure. In response, the European Commission adopted the European Chemicals Industry Action Plan in July 2025. A central follow-up initiative is the Critical Chemicals Alliance, which brings together institutions and stakeholders to identify critical molecules and production sites, address vulnerabilities, and support strategic investment.

These objectives will only be achieved if they are translated into action where the industry actually operates: in Europe’s regions. This debate will therefore examine how regional authorities can help turn the EU policy framework into industrial reality — preserving production, supporting the transformation of strategic sites, enabling decarbonisation, and reinforcing Europe’s long-term competitiveness.

The session will provide a practical analysis of the responsibilities and risks associated with the management of chemical products throughout the entire supply chain, from manufacturers, shippers, and commercial agents to logistics operators and warehouse operators, including industrial facilities and port assets. It will address how each stakeholder influences overall safety and the prevention of incidents involving hazardous substances.
Experts from fire brigades, security forces, civil protection, and the insurance sector will present requirements related to emergency preparedness, inspections, and operational coordination, as well as lessons learned from real interventions. It will also address the responsibility of warehouse owners in protecting buildings, facilities, machinery, and people, along with the economic and insurance impact arising from accidents.
The session will offer a cross-cutting perspective aimed at strengthening overall safety, regulatory compliance, and the resilience of organizations involved in the chemical supply chain.
